Intentions of countries to achieve carbon neutrality by 2050-2060 are not supported by concrete actions. The world is on a trajectory of a global temperature increase of 3-3.50C by the end of the century –  it does not meet the goals of the Paris Agreement (PA).

Russian NGOs call on the countries participating in the Conference of the Parties to the UNFCCC to act urgently to phase out for energy purposes by 2030, to reduce sufficiently use of other fossil fuel, to give priority to low-carbon development measures namely the use of renewable energy sources and energy efficiency. Also NGOs call for actions for urgent climate adaptation.

Every year, Russian non-governmental organizations, public associations and experts jointly prepare a Statement for the UNFCCC Conference of the Parties. The document contains both criticism and proposals for climate action and is addressed to the parties to the Paris Agreement, the participating countries of the UNFCCC Conference of the Parties. The second part of the Statement is addressed directly to the leadership of the Russian Federation. The statement was supported by more than 20 Russian non-governmental organizations.

At the current pace of state program implementation, the energy intensity of the gross domestic product will decrease by no more than 21% by 2035, the Ministry of Economic Development presented the State Report on the state of energy conservation in the RF. Representatives of the Russian Social and Ecological Union believe that practical actions and financing are crucial for the improvement of energy efficiency.

Russian environmental organizations and associations emphasize that on the basis of scientific data, including the latest IPCC reports on land use, oceans and the cryosphere, all countries have recognized the problem of anthropogenic contributions to climate change and the need for common actions to adapt and reduce greenhouse gas emissions.

Environmental organizations of Russia consider COP-23 as an important forum which will show the world that all countries are united in their acknowledgement of the climate problem and ways for its solving. At СОР-23, countries should achieve progress in the development of competent environmental regulations for implementation of the Paris Agreement, which are to be adopted in the end of 2108 at СОР-24.

The Russian Social-Ecological Union and many its member organizations have joined the appeal to delegations to the UN Climate conference in Paris. The letter was prepared by the Asia Indigenous Peoples Pact and some other international NGOs and sets forth ten reasons why climate initiatives should not include large hydropower projects.

Environmental non-governmental organisations (NGOs) consider it necessary to adopt a strong global climate agreement in December 2015, as set out in the documents of the UN Convention on Climate Change.
