Krasnoyarsk spared no means to save energy

Governor of Krasnoyarsk region has commissioned to find the funds for a wide-scale implementation of energy saving street lighting technologies in the region. Changing street light bulbs to LED lighting will reduce energy costs by 30% with a 6-year long payback time. Krasnoyarsk expects to receive 500 mln rubles from the federal budget to support energy saving measures.
Chair of the Government of Krasnoyarsk region, Edkham Akbulatov, has commissioned to find the funds for a wide implementation of energy saving street lighting technologies in the region.
Within a pilot project in the town of Bogotol the street lighting system was reconstructed, mercury-laden lamps were replaced with LED lights, and as the result around 70% of prior energy consumption was saved. Unfortunately, nowadays, the cost of such energy saving production is high and the payback time over 6 years. At the moment the Ministry of Industry and Energy is negotiating this issue with the producers. At the same time a work is being conducted to draft a 3-year plan of transition to energy saving lighting for the whole city of Krasnoyarsk. The region’s authorities are willing to expand this to the whole region.
Krasnoyarsk region Energy saving program
The long-term target-oriented program entitled “Energy Saving and Energy Efficiency Growth in Krasnoyarsk Region” for 2010-2012 was adopted to implement the Federal Law on Energy Saving and Energy Saving. The main goal of the program is to create the conditions and motivation to implement new energy saving technologies in local enterprises and institutions.
To facilitate the implementation of the program a unique Energy Saving Study Center was established on the basis of Krasnoyarsk branch of Russian Energy Agency. It shows ways to optimize one’s domestic and industrial use of energy. At the center employees and heads of enterprises are educated about energy saving technologies.
A regional school may serve as a good example of this program in action. After energy saving measures were implemented there, electrical energy consumption was reduced by 75%, the use of cold water dropped by 43% and hot water 33%.

On the list of Russia’s regions that meet the goals of the Federal Law on Energy Efficiency, compiled by Russian Energy Agency, Krasnoyarsk region took the first place. And the region’s Government is planning to keep on working to increase energy efficiency and is counting on receiving up to 500 mln rubles from the Federal Government to this end.
